City Loyalty System

The City Loyalty System allows players to declare citizenship in one of Britannia's nine major cities, earn loyalty through good deeds, obtain noble titles, participate in gubernatorial elections, and benefit from city-wide trade deals. The system is built around the City Stone found in each participating city.

Becoming a Citizen

To declare citizenship, open the City Loyalty gump (accessible through your character's loyalty menu) and click the gem next to the city you wish to join. Upon declaring citizenship you will be granted the Citizen title for that city.

You may only hold citizenship in one city at a time. You may renounce citizenship at any time, but after doing so you must wait 7 days before declaring citizenship in any city again. Renouncing citizenship strips all titles you have earned with that city.

If you are currently the Governor or Governor-Elect and you renounce citizenship, you will be removed from office.

Loyalty Ratings

Your loyalty to each city is tracked through three values: Love, Hate, and Neutrality. Your overall loyalty rating is determined by whichever value is highest. Performing helpful deeds within a city increases Love, while harmful acts increase Hate.

Earning Loyalty

There are several ways to build loyalty with a city:

  • Donating items — Drop accepted crafting materials, food, potions, bows, or maritime cargo into the donation crate near the Trade Minister.
  • Donating pets — Target an accepted tame animal at the donation post near the Trade Minister.
  • Donating gold — Speak to the City Herald and use the "Donate Gold" context menu option to contribute gold from your bank directly to the city treasury. This also awards loyalty.
  • Completing trade orders — Successfully delivering a trade order to the destination city's Trade Minister awards 150 Love to both the origin and destination cities.
  • Turning in Bulk Order Deeds — Turning in BODs while standing inside a city's region awards loyalty scaled to the BOD's gold value.
  • Killing spawn creatures — Defeating creatures that spawn during city events awards small amounts of loyalty to your citizenship city.
  • Arresting raiders — Turning an arrested raider in to the Guard Captain awards 1,000 Love.

Note: If you log in within 40 hours of your last session, your loyalty is preserved. Extended absences may cause loyalty to decay.

You can toggle loyalty gain messages on or off from the City Loyalty gump.

Nobility Titles

Citizens can purchase noble titles from the City Loyalty gump under "Citizenship Titles." Each title requires a minimum loyalty rating and a gold donation to the city treasury (withdrawn from your bank). These titles can be displayed on your character.

Custom City Titles

The Governor of a city may bestow a custom title on any citizen by using the "Grant Citizen Title" option on the City Stone's context menu, then targeting the citizen. The title is entered as free text and will be displayed as "[Title] of [City Name]" on the character. Citizens may remove their custom title via the "Remove City Title" option on the City Stone.

City Banners

Citizens with at least Adored loyalty can purchase a City Banner deed from the Guard Captain for 250,000 gp (withdrawn from your bank and deposited into the city treasury). To use the banner deed, you must have at least Commended loyalty. There is a 24-hour cooldown between banner purchases.

Governor Elections

Each city holds periodic governor elections with a nomination phase followed by a voting phase.

Nomination Phase (7 days)

During the nomination period, eligible citizens can nominate themselves at the City Stone.

Nomination requirements:

  • Must be a citizen of the city.
  • Must have at least Adored loyalty rating.
  • Only one character per account may be nominated.
  • Young players cannot be nominated.

After nominating yourself, you have 24 hours to receive at least one endorsement from another citizen, or you must re-nominate.

Endorsement rules:

  • Must be a citizen of the city.
  • Only one endorsement per account across all nominees.
  • An account with a nominated character cannot also endorse.

Voting Phase (7 days)

Once the nomination period ends, the voting period begins. Citizens can view the candidate list at the City Stone and cast a vote.

Voting requirements:

  • Must be a citizen of the city.
  • Must have at least Respected loyalty rating.
  • Only one vote per account (across all characters).
  • All votes are final and cannot be changed.

The candidate with the most votes wins the election. In the event of a tie, the candidate with higher Love or lower Hate breaks it.

Accepting Office

After an election, the winner becomes the Governor-Elect and has 7 days to accept office at the City Stone using the "Accept Office" context menu option. If they decline, the next candidate is given a chance. If no one accepts, the seat remains vacant until the next election or until King Blackthorn appoints a Governor.

The Governor loses office if their loyalty drops below Unknown or if they renounce citizenship.

The City Stone

The City Stone is the central interaction point for each city's governance. Only citizens of that city may use it. Single-clicking the stone shows key information including the current Governor, treasury balance, active trade deal, and trade orders delivered.

Trade Deals

The Governor can negotiate a Trade Deal with one of eleven professional guilds. Each deal costs 2,000,000 gp from the city treasury and lasts one week. Every 7 days, the deal automatically renews by deducting 2,000,000 gp from the treasury. If funds are insufficient, the deal lapses.

Citizens with at least Respected loyalty can utilize the active trade deal at the City Stone for a 24-hour buff.

The Governor may only change the trade deal once per real-world week.

Trade Orders

The Trade Minister in each city offers trade delivery quests. These involve filling a crate with specific goods and physically delivering it to the Trade Minister in another city.

Getting a Trade Order

  1. Speak to the Trade Minister and use the "Get Trade Order" context menu option.
  2. Accept the offer in the gump that appears.
  3. A Trade Order Crate will be placed in your backpack with details of the required goods and destination city.

You can only have one active trade order at a time. The number of different items required scales with your trading experience (1 item per order initially, up to 8 after many completions).

Filling and Delivering the Crate

The crate lists which items are needed and in what quantity. You can fill it by dragging items into the crate directly, or use the "Fill from Pack" context menu option on the crate to automatically transfer matching items from your backpack.

Important restrictions:

  • The crate has a 75% weight reduction.
  • The crate cannot be traded, dropped on the ground, or stored in containers other than your backpack.
  • Trade orders expire after 24 hours.
  • Using a public moongate while carrying a trade order resets your distance traveled to zero, reducing your gold reward.

Turning In the Order

Once the crate is fully filled, travel to the destination city's Trade Minister and use the "Turn in a trade order" context menu option, then target the crate. You will receive:

  • Gold deposited into the origin city's treasury, calculated from the item values, distance traveled, and any raider kills during the trip.
  • 150 Love to both the origin and destination cities.
  • A reward item — either crafting resources (ingots, leather, boards, imbuing ingredients), a Scroll of Transcendence (1-10 points), or rarely a City Book or engravable Reward Sign.
  • Positive karma (+100).
  • Progress toward trade titles.

Ambushes

While traveling outside of guard zones with an active trade order, you may be ambushed by hostile creatures. The first ambush has a 25% chance of occurring; subsequent ambushes have a 5% chance. Ambushes spawn 3-5 creatures appropriate to your location (land or sea). There is a 5-minute cooldown between possible ambushes.

Canceling a Trade Order

You can cancel a trade order at any time by using the "Cancel Trade Order" context menu option on the crate. All items in the crate will be returned to your backpack.

As you complete trade orders, you earn trade titles displayed on your character:

Slim the Fence (Black Market)

When you first receive a trade order, a mysterious stranger slips you a note hinting at a shady character named Slim the Fence who lurks in the taverns of Ocllo, Nujel'm, and Serpent's Hold in Felucca.

Instead of delivering your filled trade order to the legitimate Trade Minister, you can turn it in to Slim. This is the black market path — it comes with different consequences:

  • No gold is deposited into the city treasury.
  • 25 Hate is awarded to both the origin and destination cities (hurting your loyalty).
  • -100 karma (negative karma).
  • A chance at unique Slim-exclusive rewards.

Slim's Rewards

Every turn-in to Slim gives one of these common rewards:

Each city has a Donation Crate and a Donation Post near the Trade Minister.

Gold Donations

Use the "Donate Gold" context menu on the City Herald. Enter the amount to donate — gold is withdrawn from your bank and deposited into the city treasury. You earn Love equal to the gold donated divided by 250.

City NPCs

Each city has several NPCs that are part of the loyalty system:

City Herald

The Herald announces news for the city and accepts gold donations from citizens via the context menu. The Governor can set a custom announcement that the Herald will periodically call out (lasting up to 48 hours).

Trade Minister

The Trade Minister offers and accepts trade orders, and manages the city's item and pet donation crates.

Guard Captain

The Guard Captain accepts arrested raiders, sells City Banner deeds to qualifying citizens, and periodically shouts alerts. Near the Guard Captain you will find a Box of Ropes — double-click it to take a Guardsman's Rope (one per minute cooldown).

Raiders

Raiders are hostile NPC criminals that can appear during city events. To arrest a raider:

  1. Take a Guardsman's Rope from the Box of Ropes near the Guard Captain.
  2. Weaken the raider to below 10% health.
  3. Double-click the rope and target the raider.
  4. The arrested raider will follow you. Lead them to the Guard Captain within 1 hour.
  5. Walking near the Guard Captain with a prisoner automatically turns them in for 1,000 Love.

City Bulletin Board

Each city has a bulletin board that only citizens may read and post on. The Governor can post the board's greeting message. The board functions like a standard player bulletin board.

Mysterious Note

When you receive your first trade order, you are given a Mysterious Note that reads:

"Taking up delivery of goods fer the crown are ya? Well...maybe yer interested in a bit of something fer yerself? Look fer me in Felucca...the taverns of Ocllo, Nujelm, & Serpent's Hold if ye want to fence yer goods."

This hints at the location of Slim the Fence for the black market trade path.

Tips

  • Donating items and gold is the fastest way to build loyalty early on. Combine this with regular trade order deliveries for steady progress.
  • Avoid using public moongates while carrying a trade order — they reset your distance to zero, which lowers both the gold reward and the chance of bonus rewards.
  • If you want to run for Governor, you need at least Adored loyalty and one endorsement from a fellow citizen within 24 hours.
  • Turning in orders to Slim the Fence is a karma-negative and loyalty-negative path, but it is the only way to earn the Smuggler title and obtain Slim's rare reward items.
  • The city treasury funds trade deals, which benefit all citizens — donating generously helps the whole community.
